October 16th 2026: OHS regulatory overhaul

The Ministry of Labor is rolling out a comprehensive update to the ๐—ช๐—ผ๐—ฟ๐—ธ ๐—œ๐—ป๐˜€๐—ฝ๐—ฒ๐—ฐ๐˜๐—ถ๐—ผ๐—ป ๐—ข๐—ฟ๐—ด๐—ฎ๐—ป๐—ถ๐˜‡๐—ฎ๐˜๐—ถ๐—ผ๐—ป ๐—ฅ๐—ฒ๐—ด๐˜‚๐—น๐—ฎ๐˜๐—ถ๐—ผ๐—ป๐˜€ (๐——๐—ฒ๐—น๐—ถ๐˜ƒ๐—ฒ๐—ฟ๐˜† ๐—ผ๐—ณ ๐—œ๐—ป๐—ณ๐—ผ๐—ฟ๐—บ๐—ฎ๐˜๐—ถ๐—ผ๐—ป ๐—ฎ๐—ป๐—ฑ ๐—ง๐—ฟ๐—ฎ๐—ถ๐—ป๐—ถ๐—ป๐—ด ๐—ผ๐—ณ ๐—˜๐—บ๐—ฝ๐—น๐—ผ๐˜†๐—ฒ๐—ฒ๐˜€), ๐Ÿญ๐Ÿต๐Ÿต๐Ÿต. If you are familiar with US regulations, think of this as Israelโ€™s strict equivalent to OSHA's HAZCOM and general safety training standards, with unique local mandates that often catch global companies off guard.


This isn't just an administrative update. Under Regulation 15, non-compliance puts the active manager of the workplace (or the CEO) directly on the hook for severe corporate fines and significant legal exposure.


To keep your teams safe and your site fully compliant, here are the most critical changes you need to prepare for:


โ€ข ๐—ก๐—ผ ๐—”๐˜‚๐˜๐—ผ๐—บ๐—ฎ๐˜๐—ถ๐—ฐ ๐——๐—ถ๐—ด๐—ถ๐˜๐—ฎ๐—น ๐—ง๐—ฟ๐—ฎ๐—ถ๐—ป๐—ถ๐—ป๐—ด: Relying on self-paced LMS or Zoom for your safety training? You can only do this if your site has an appointed Safety Officer who signs a specific permit *in advance*. Without that signed permit, mandatory training legally must be 100% face-to-face.


โ€ข ๐——๐—ฎ๐˜†-๐—ข๐—ป๐—ฒ ๐—›๐—ฎ๐˜‡๐—ฎ๐—ฟ๐—ฑ ๐——๐—ถ๐˜€๐—ฐ๐—น๐—ผ๐˜€๐˜‚๐—ฟ๐—ฒ๐˜€: You must physically hand a formal 'Written Summary of Information' detailing specific workplace hazards to every single employee on or before their very first day on the job.


โ€ข ๐—ง๐—ต๐—ฒ ๐—Ÿ๐—ฎ๐—ป๐—ด๐˜‚๐—ฎ๐—ด๐—ฒ ๐— ๐—ฎ๐—ป๐—ฑ๐—ฎ๐˜๐—ฒ: You cannot just hand out a Hebrew document and check a box. You must provide the written summary in Hebrew *and* in a language the employee fully understands.


โ€ข ๐—ฅ๐—ผ๐—น๐—ฒ ๐—–๐—ต๐—ฎ๐—ป๐—ด๐—ฒ๐˜€ ๐—ง๐—ฟ๐—ถ๐—ด๐—ด๐—ฒ๐—ฟ ๐—ก๐—ฒ๐˜„ ๐—ง๐—ฟ๐—ฎ๐—ถ๐—ป๐—ถ๐—ป๐—ด: This is an ongoing obligation. If an employee changes roles, is reassigned, or moves to a workstation with new hazards, you must issue and verbally explain an updated written summary before they start.
